wait, does "tax incentive" mean that they were actually given the $$ as cash up front, or just that it would be money they wouldn't have to pay in future taxes? it's kinda different.

I believe it is future taxes.

I can't speak to this particular instance, because I only have the info from that first article you posted, so I don't know what the situation is, but yeah, the deal is when a company doesn't meet the terms of the agreement, they would lose the incentives and, moving forward, have to pay taxes and such. There can also be a "claw back" penalty for businesses who fail to meet certain terms of their agreement. For instance, a business might meet (or even exceed) all their job-creation requirements, but decides to skip town before the agreement is over, the city can require them to return the incentive money. That happened back in 2004, when a company named Amerigraph left Columbus for Gahanna -- they ended up having to repay $52,000 to the city.

so at this point is there anything to actually give back? were there exemptions granted? Or is this a no harm, no foul sort of deal?
