The firm in Elgin, IL has the people in India do the work. The LA Times and a bunch of other firms use the same service.

i just talked to my poor mama...she has worked for the dispatch for 36 years. she is one of 2 people keeping her job in that department...only because she has "lifetime job security" that was negotiated for her in the mid-70's...she doesn't have any idea what's she's doing...she might take a buy out...all her friends and co-workers are losing their jobs.. but she wasn't planning on retiring for 5 years...

...and actually wages in India, in particular, have risen in many sectors, rendering outsourcing moot in a number of situations. Numerous large companies have also found outsourcing many functions (customer service, in particular) a disaster, and have moved those operations back to the United States.
