'cruise elroy' refers to the red ghost (blinky, the shadow), not pacman. at a specific point in each stage of the game, after eating a certain amount of dots (smaller amount per stage as you progress), the 'red point' is reached; at this point the red ghost is technically faster than pacman (or ms pacman), and - for a reason absolutely no one seems able to specify - he is then referred to as 'cruise elroy'. the of the are fascinating.
