it's set in stone so no one could add more casinos without opening up the whole gambling issue again. first, the only option was to change the constitution as the constitution forbade gambling(though scratch offs and church gambling is JUST FINE).. second they wanted to allow these few casinos and see how it goes. if they find it's not working, which they wont once they see the $$$ coming in, they can back track and not have those flood gates wide open. they did that down at my parents in myrtle. after a few years they decided they didn't want the riverboats and shut em all down.
but dude is right.. a lot of people think casinos are kinda cheesy so the yuppsters don't want it. they're not against gambling per se, they just don't want the corny over-the-top flashy nonsense in town. i've been to a couple of cities with casinos and to me it seems like they've done nothing but improve the area. the hell hole that encompassed all of detroit now only encompasses most of detroit
