COTA is now using a biodiesel blend:
The State Legislature recently passed HB 245 which:
Creates revenue by allowing the Department of Administrative Services to sell or trade credits generated by purchasing alternative fueled vehicles (under the federal ‘Energy Policy Act of 1992’)
Establishes the Alternative Fuel Transportation Grant Program that will award grants to businesses, nonprofit organizations, public school systems, or local governments for the purchase, installation, and use of alternative fuel and refueling facilities.
Establishes the Idle Reduction Retrofit Revolving Loan Program. The loans will be administered to local governments that reduce the amount of time that vehicles, including heavy-duty trucks, idle their engines.
Requires half of all new motor vehicle purchases for state agency fleets to be capable of using alternative fuels.
Requires a portion of state vehicles to use alternative fuels.
Creates tax credits for the selling of ethanol-blended gasoline, and for installing or retrofitting of E85 pumps at refueling stations.

But they also recently passed SB 265 which:
Cripples the ‘Best Available Technology’ provision of minor new source review.
Removes the authority of Ohio EPA to tailor local solutions to solve local problems.
Constrains Ohio EPA’s authority to respond to air pollution situations that presented “an imminent and substantial endangerment”.
Precludes better environmental protection as technology advances.
Mandates emission limits that do not protect public health and are not practically enforceable.
SB 265 essentially make it much tougher for OEPA to regulate minor sources of air pollution, like paint shops, gas stations and dry cleaners.

As far as Columbus goes I am unaware of any specific initiative, if you are interested you might just want to call the Mayors office and ask if the city fleet is moving to biodiesel (614) 645-7671.
